The New Worlds: In 1913, The United States Of America, Australia,
New Zealand and Canada all past a central bank act and a central
direct income tax act. Rush would have you believe that these
events were a coincidence and that there was no conspiracy by the

Here is a note I sent to a young man who is concerned with the
demise of these so called New Worlds due to the above. It's
important because the genXers are being told by the media and the
banks that their standard of living will be less due to the greed of
their parents but the facts are very different as you may see

Our problems go back to our foundation. To understand The United States Of
America, Canada, Australia and New Zealand, the so called New Worlds, it is
necessary to understand the constitutions and the ideas of the citizens at
the time, that is to say the intent of the fathers of these constitutions
and the purpose of the constitution.
These men, who drafted these constitutions, knew first hand the arbitrary
justice of direct and hierarchical power as they had experienced great
suffering from their governments, Churches, Kings, and judiciaries. Their
first and paramount concern was to prevent the central governments from
ever having direct powers. The central governments were to be permitted
only indirect powers and direct powers were to be jealously guarded by the
local governments. This is not just proven within the constitutions
themselves but in the religions and the convictions of the vast majority of
the people of the founding times.
And even the powers which were granted the central governments were to be
offset with checks and balances as we shall see.
 
A brief background of North American history
for the peoples of the continent
to assist in the return of
the repurified top of the growth stage
which fell at the turn of this century
and for it's furtherance
to the foundation of the perfection stage
before the year 2000.
 
Introduction: Our problems are not unique. These problems have occurred
during the demise of every great nation throughout history. The fundamental
problems are the same in all the so-called 'New Worlds' although the
documents herewith are written from a Canadian perspective, the demise of
the nations of the West have the same common first cause. But, America and
the West are not beyond redemption. Summary: If anything on Earth and
history is gone with the wind it is the creativity and virtue of the once
great nations of this continent. Why?
 
1. Taxation: There are direct taxes and there are indirect taxes. Any other
name applied to any tax still leaves such renamed tax as a direct tax or an
indirect tax. Whether they bear the name vat tax, sales tax, poll tax,
duty, impost, capitation, flat, stamp, or whatever other name, they
nevertheless all remain either a direct tax or an indirect tax.
 
Prudence and providence are virtues which the patriots who endured the
foundation of this continent's nations and our revolutions and rebellions
understood: The men who wrote the constitutions of this continent knew by
experience and from their forefathers that whenever in history a nation had
a central direct power of taxation or central cartel banking, that tyranny
always followed. It might take half a century, but as power corrupts,
absolute power corrupts absolutely. The Piety Banks, Magna Carta and the
constitutions prove this absolute as absolutely true.
Direct taxation carries the power to destroy, so our forefathers insisted
on direct taxation for local government because they knew that the tax man
would, thus, always be close at hand and problems could be rectified
quickly, one way or another. The feds are only permitted indirect taxation
so that private property would not be at risk to a corruptible central body
and would, thusly remain sacred.
 
The two types of taxation were intended by our forefathers to serve
exclusive and separate jurisdictions in absolute, with direct taxation
local and close at hand. No possibility of fed tax tyranny this way. It is
only prudent to be certain of private property's purity, instead of the
federal duplication of local jurisdictions so that gross amounts must be
raised to pay these evil federal costs of intrusion. Also the costs of
litigating such confused jurisdictions should be obvious.
 
Most North Americans are anti-hierarchists and have been so since the
first colonists. Our constitutions reflect our contempt of hierarchies and
our certain knowledge that each and every hierarchy in all history
inevitably became corrupt. The Protestant American and Canadian genius was
the systems of checks and balances and competition which keep institutions
honest and incorruptible. These ideas and ideals created the greatest
economic engine in history. The greatest economic engine in history proves
these models. Also, the greatest amount of liberty for the greatest number
of people prove these models.
 
The seven decade lapse from these principles is killing this continent
and, now, we and our offspring shall all continue to implode until there is
a return to the reformation ideas of the founders of this continent or, we
quit and accept being 'dummied-down' to the European level.
 
As soon as direct federal tax was legislated (in U.S.A. Amend.#16),
contrary to the original law, intent and constitution, (ultra vires in
Canada) hundreds of bureaus and agencies, ministries, 'crown
corporations', federal departments, sprung up, all of which cost money. All
these organs, duplicated the function of the state and provincial organs
and their jurisdictions and, thus, are illegal or at least utterly contrary
to the intentions of the founding fathers, and the massive costs of this
idiocy are the cause of most of our miseries, debts and deficits.
 
Would you trust your priest, minister or rabbi or anyone else with such
power? Why, oh why ! trust some strange distant bureaucrat or politician
in Washington or Ottawa? Direct taxation should only be close at hand and
never federal, as the founders of our constitutions clearly foresaw. If you
must meddle, deconstruct the feds or rescind the XVI amendment.
 
The men who wrote our constitutions had knowledge of not only Magna Carta
but the Westminster Confession, the concept of Holy Commonwealth, they knew
the Cambridge Platform and understood the Covenanted Community such that
the autonomy of local communities and sacrosanct families was the prime and
paramount duty of government and the raison d'etre of all governance. There
is no reason for government to exist but to defend the family from an
over-weaning state, monarch, emperor, fuherer, and defend the borders, as
history proves unequivocally. This is why direct powers were to be kept to
the local governments not to the federal or general government as sections
91 and 92 prove. Jesus affirmed this in Matthew17,25-26: Wherein He said
that government income should be by tariff not by direct tax upon the
citizen. Rescind, abrogate, annul, cancel, or cut the 16th Amendment. To

2. Banking: My great grand-father, William Manley German and his fellow
parliamentarian, The Honorable H. R. Emmerson were among the few courageous
opponents to the changes to our banking system. Emmerson said in the House,
regarding banking and the powers granted to great corporations: "I start
out with this proposition: That the Bank Act, as it has been on the statute
book for the past decade, has resulted in the creation of the most powerful
monopoly that exists in Canada today. Not only is it powerful, but there is
no greater nor more tyrannical combine. Tyranny is breathed in every
paragraph of the bank bill under consideration (renewal of charters). The
Canadian Bankers' Association is not as most other associations. They have
powers that no other body in this country has in matters of bank trade
within their jurisdiction.They have powers which are autocratic in
themselves and in their exercise."
 
Scarcity is alien to the original creation and it is ungodly. God's
providence is such that the creation is fruitful beyond any human
calculation. Yet, now, scarcity reigns throughout the world. Canada and the
United States were once unencumbered and bountiful to the point of massive
savings and surpluses, but, now, the pricing systems have us as 'dummied
down' as the rest of the world. These pricing systems result from central
or cartel banking systems.
 
The actions of The Bank of Canada, & The Federal Reserve Board have, as we
shall see, proven to be the first cause in the death of our economies.
Their existence is contrary to our constitutions and the original intent of
our founding fathers. The other cause is our central governments' theft of
the right to direct taxation from our local governments, rights which were
once protected by the original constitutions.
 
The stop-&-go monetary policy created by these institutions makes business
conditions unpredictable & thus inhibits investment & productivity. They
have also been proven susceptible to political pressure for cheaper credit.
When governments control a money supply, even indirectly, they have always
throughout history abused that power. Inflationary creation of base money
serves to enlarge the governments command over real resources in a way
hidden from the people. The wealth-redistributive power of money injections
makes it suitable for use as a vote-buying tool. It should be obvious: The
monetary disorders of nations can only be caused by their existing monetary
authorities, especially in the absence of any real competition,
competition, which is the only force which keeps commercial action honest.
 
The assumption that government has an inherent role in money & banking,
(apart from setting standards, as they do with inches and feet, ounces and
pounds, minutes and hours) is as preposterous as believing they have a
place competing with any private business. In history when banking was most
stable it was closest to pure laissez-faire operation. Whenever a nation
was growing well, was creative, inventive, & productive you will find a
banking system very close to free-enterprise competitive banking. Having
politicians & bureaucrats in charge of the money supply is like having
Dracula in charge of a blood bank. The banking systems of the western
world are the complete & only cause of recessions, inflations,
'stagflations' depressions, panics & runs.
 
The current monetary system is radically defective, even absurd. It places
the dangerous power to create monetary disequilibrium in the hands of
political authorities or unidentified nominees. The essential reform lies
in the direction of laissez-faire: barriers against competitive payments
systems should be dismantled immediately. Only free enterprise banking
offers the escape from this eternal trap. During Scotland's free banking
era they experienced remarkable economic growth with no instability & the
banking system experienced no panics, no inflations, no runs, no
depressions, no recessions etc.
 
Referring to Canada's bank acts: I believe the plan outlined follows the
English system, a system applied to the great banks of England. Mr. White,
House Of Commons, December 17, 1912, in response to a question from The
Honorable William Manley German. i.e. they were creating an English system
which is to say a Rothschildian cartel.
 
The following statements by Benjamin Franklin in reference to the cause of
the American Revolution are illuminating: "About this time (1763) Benjamin
Franklin made a visit to England. While there he was asked to explain the
prosperity of the colonies while on the other hand, England was suffering a
bust, he replied: "That is simple. It is only because in the colonies we
issue our own money. It is called 'Colonial Scrip' and it is issued in the
proper proportions to the demands of trade & industry.
 
Senator Robert L. Owen continues: "It was not very long until this
information was brought to the Rothschild's Bank, and they saw that here
was a nation ready to be exploited; here was a nation setting up an example
that they could issue their own money instead of the money coming through
the banks.
 
The Rothschild's Bank caused a bill to be introduced in the English
Parliament, which provided that no colony of England could issue its own
money. "Thus, they had to use English money. The colonies were compelled to
discard their money and mortgage themselves to the Rothschild's Bank of
England to get money.
 
"Then, for the first time in the history of The United States, money began
to be based on debt. Benjamin Franklin stated that in one year from that
date the streets of the colonies were filled with the unemployed.
 
"Franklin later claimed that this was the real cause of The War Of
Independence. He said: "The colonies would gladly have borne the little tax
on tea and other matters had it not been that England and the Rothschild's
Bank took away from the colonies their money the taking of which created
unemployment, dissatisfaction and debt."
 
Throughout history, these banking systems have been so convoluted that
even Saint John The Devine could only refer to them as 'a whore who sits
upon the many waters'. The ownership of the largest blocks of bank voting
stock are in nominee accounts, numbered accounts or trust accounts. No
names, so you are in the dark. What is being hidden ? Why ?
 
Most citizens are too uninformed to know: That upon the Rothschild's
purchase of the exploitation rights to 50,000 square miles of Canada,
Joseph Smallwood, then Premier of Newfoundland said "the biggest real
estate deal on this continent in this century; and Winston Churchill,
appreciative of the 'scale' of the thing, termed it "a grand imperial
concept." This boast is in the Rothchild's biography, written by their
friend and confidante Frederic Morton. A tiny example of what the interest
enforcers do with our purchasing power: They buy back our assets and
equity. As it continues they own more and more and our children less and
less. Lord Phillip Jevons of Rudolf Wolff, L.M.E. told me as much some
years ago.
 
"I believe that banking institutions are more dangerous to our liberties
than standing armies." Thomas Jefferson.
 
John Adams, " All the perplexities, confusion & distress in America arise,
not from defects in our Constitution or Confederation, not from want of
honor or virtue, so much as the downright ignorance of the nature of coin,
credit & circulation."
 
Thomas Jefferson, "If we American people ever allow monopoly banking to
control the issue of currency, firstby inflation & then by deflation,
these banks & bureaucracies that will grow up around them will deprive we,
the people of all our property until our children will wake up homeless on
the continent which God gave us for stewardship."
 
Andrew Jackson, referred to the bankers thusly,"The bold efforts that the
present bank has made to control the government, the distress it has
wantonly caused, are but premonitions of the fate which awaits the American
people should they be deluded into a perpetuation of this institution. If
the people only understood the rank injustice of the money & banking system
there would be a revolution before morning." "You are a den of vipers &
thieves."
 
"While boasting of our noble deeds we are careful to conceal the ugly fact
that by our iniquitous money system we have nationalized a system of
oppression which, though more refined, is not less cruel than the old
system of chattel slavery". Horace Greely.
 
President Abraham Lincoln said: "The money power preys upon the nation in
times of peace & conspires against it in times of war. It is more despotic
than monarchy, more insolent than autocracy, more selfish than bureaucracy.
It denounces, as public enemies, all who even question its methods or throw
light upon its crimes. I have two great enemies, the Southern Army in front
of me & the financial institutions at the rear, the latter is my greatest
foe.
 
Otto von Bismark, Chancellor of Germany, despaired of banks as is proven
in his lament upon the assassination of Abraham Lincoln. Bismark, known as
'the great unifier', and a true statesman, said: "The death of Lincoln is a
disaster for Christendom. I fear that the bankers, with their craftiness &
tortuous tricks will control the exuberant riches of America, & use it to
corrupt modern civilization. They will not hesitate to plunge Christendom
into wars & chaos in order that the earth should become theirs."
 
The murder and suicide rates in North America are at all time highs. It is
high time to realize that this conduct is killing little people while big
people are being refinanced.
 
It bears repeating: Scarcity is alien to the original creation and it is

Canada was, and is if unencumbered, perfectly bountiful, but for the
pricing systems of man. These pricing systems result from the central
cartel banking systems of the western world. These systems are so
convoluted that even Saint John The Divine could only refer to them as 'a
whore who sits upon the many waters'.
 
Just how did this whore take control, and what is the relationship between
the bank act and the income tax act? On the 6th of June 1913, the
government enacted the Bank Act which gave total control of Canada's credit
and currency to the Canadian Bankers Association: "124. The Association
may ... make bylaws, rules and regulations respecting ...(b) the making of
notes of the banks which are intended for circulation ...(c) the inspection
of the disposition ... of such notes; (d) the destruction of such notes;
(e) the custody and management of the central gold reserves..."
But according to the constitution these powers belong to the general
government of Canada, under Section 91 of the BNA Act: 91 (14) Currency and
coinage; (15) banking, Incorporation of banks, and the issue of paper
money; (16) Savings banks; (18) Bills of exchange and promissory notes;
(19) Interest; (20) Legal tender.
 
The consequence of this illegal and unconstitutional transfer of power
caused a 400 per cent increase in the national debt within four years (
also the Roaring Twenties and subsequent 'crashes' as governments of the
continent spent money borrowed from these 'banks' like bandits).
 
It became obvious to even the most dimwitted that a repayment scheme was
necessary. So in 1917, these same bandits passed the Income War Tax Act
which, too, was contrary to the letter and spirit of our Constitution, as
direct taxation was the sole jurisdiction of the provinces and
non-transferable (sec. 91).
 
This is testified to by all the Supreme Court Justices in the Nelson Hotel
case of 1950: Justice Kerwin: "The BNA Act divides legislative jurisdiction
between the Parliament of Canada and the legislatures of the Provinces and
there is no way in which these bodies may agree to a different division. To
permit to such an agreement would be inserting into the Act a power that is
certainly not stated and one that should not be inferred." Justices
Taschereau, Rand, Kellock, Estey, Rinfret and Fauteux to a man agreed with
arguments equally condemnatory of changes to these jurisdictions. So,
stand up and be counted !
 
The satanic banking system now own the trust companies, investment
dealers, stock brokers, and bond brokers and more, as the little people are
bankrupted, put under power of sale, and rot unemployed while the stores
are pack with goods. Hello? Is anyone home ?
 
This decay of Canada was brought to us by the toads who believe that
politics is the art of compromise. Now that our essential framework has
been compromised into the toilet do you think that type of individual will
reach in to help clean it up? We are even debased to the point of selling
citizenship: The virtuous need not apply.
 
The corruption and trenching of jurisdictions by the federal governments
and the banking 'associations' of this continent have stolen the citizen's
disposable surpluses such that they can no longer afford the organizations
and charities which once blessed our communities and protected our
families. Once upon a time we didn't need the welfare state because in
North America the Christian concept of charity thrived to the extent that
Alexis de Tocqueville, remarked that "America is teeming with such
associations and charities, choral groups, church study groups, book clubs,
etc., and that they have a remarkably salutary effect on the whole
society." The civility, joy and near costlessness of pure Christian
charity is supplanted with low substitutes and virtue has been done down to
the 'values' excuses of the effete mandarins and their self-serving
obfuscation taught them by the banker's minions of the ABA and CBA. If not
treason, cowardice.
 
Christianity's greatest failure wasn't the smashing of Christianity into
more than four hundred conflicting groups, nor the lost precious blood of
the great wars and martyrs, nor the suppression of church by state. Its
greatest failure of the last two thousand years is the willful disobedience
of all Christians to the directives of the Lord's prayer, the prayer which
was a direct order to everyone of his followers: Matt (6, 9) Luke (11, 2)
i. e. Christ's directive: "and when you pray say 'Our father who art in
Heaven hallowed be thy name, thy Kingdom come, thy will be done, on Earth
as it is in Heaven...and forgive us our debts as we forgive our debtors.'"
This prayer clearly states Christ's charge to all his flock to create the
Kingdom Come On Earth. Until it is established, then, Christianity is a
gross failure. Almost every single Christian, alive or dead not only cannot
imagine a constitution for the Kingdom Of Heaven On Earth but are willfully
ignorant of their own nation's constitutions, most Christians are woefully
ignorant of credit and currency creation, fiduciary instruments and of the
very tools which are necessary to establish the KOHOE.
 
The concept of forgive us our debts flies in the face of the banking
oligopoly's surety. This was well known to Moses, Jesus and Mohammed, all
of whom forbade surety interest on money as they understood this root cause
of hell on earth.
Surety on money inverts faith hope and charity, the greatest of virtues
and demands from the future that which may counter God's providence. There
is no surety in life nor should there be surety on anything else in the
creation, especially risk capital. Risks, like profits, must be shared by
all participants in a transaction or be forgivable.

Some musings:
You may raise or lower your arm, write a sonnet effortlessly, but however
hard you try, you can't stop the little cells in your body from taking what
they want from the blood supply and putting into the blood supply whatever
they wish. Due to this autonomic system, every cell in the body thrives and
is constantly renewed for many decades. The blood supply is to the body
what money is to a nation. Every single cell in the body down to the most
humble cell takes what it wishes from the blood supply and it puts into the
blood supply whatever it wishes without hindrance by any organ in the body,
even by our will power. The body thrives. Currency is to the material world
what blood is for the body. Yet every citizen in the nation does not
thrive. This is simply because the pricing systems of the central cartel
money powers are evil. The problem with money and currency historically is
that it is based on something instead of being based on everything.
Progress is made in spite of bankers, politicians, bureaucrats and their
retained accountants and lawyers.
 
It's not just that the purchasing scarcity caused by cartel money drives
otherwise honest men to crime, it's that many are bankrupted, put under
power of sale, sell at destructive prices and that some are thusly driven
to suicide.

Whereas, we in Canada and The United States Of America, from our
beginnings, had a largely virtuous, and Godly population, until after the
enactment of The Bank Acts of 1913 and the Income Tax Acts of 1913 and
1917, and, now we suffer gross taxes, litigiousness, crime, etc., and,
 
Whereas, we in Canada, The United States Of America, New Zealand, and
Australia, had universities and institutes of higher learning which
produced thinkers, scholars, scientists and creative genius of the highest
order but, now, most of our colleges are utilitarian job training centers,
due to the impoverishment created by the enactment of The Bank Acts of 1913
and the Income Tax Acts of 1913 and 1917, and,
 
Whereas a man and wife could own a home and many children even if modestly
creative, he could feed them, clothe them, educate them and pay his way,
until sometime after the enactment of The Bank Acts of 1913 and the Income
Tax Acts of 1913 and 1917, such that now they must rent and have multiple

Whereas, we citizens of Canada, The United States Of America, New Zealand,
and Australia, owned and controlled the voting stock of our major
corporations, corporations which were, once the greatest economic engine on
Earth and which now are controlled by foreign bank nominees, agents and
'street' form voting stock, as a result of the enactment of The Bank Acts
of 1913 and the Income Tax Acts of 1913 and 1917, and,
 
Whereas, we in Canada, The United States Of America, New Zealand, and
Australia, had founding fathers and constitutions which did not intend,
then, nor aver, nor legislate authoritarian central governments nor
intrusive federal duplication of state and provincial ministries which
tread upon local jurisdictions and powers, the local powers of states and
provinces which created the central governments in the first place, until
after the enactment of The Bank Acts of 1913 and the Income Tax Acts of
1913 and 1917, and, so,
 
Therefore, we demand a repudiation of these Bank and Federal Income Tax
Acts and all subsequent banking and tax legislation, and, we demand a
return to the honest banking principles of our forefathers and an end to
the self-serving European nominee 'Central' cartel banking system.
Whereas the banks retain certain law firms, and pay them annual retainers,
whether they act or not, and, furthermore they are the first paid with the
ever new purchasing power created by the banks at the moment of the new
money (debt) issuance and when its purchasing power is at its peak, so they
love the status quo, and will not reform, and, whereas big accountancy is
always paid, as above, for audits and consultancy and so they love the
status quo, and,
 
Whereas the banks insist upon insuring all the assets which they lend
against, then the insurance industry, too, has a vested interest in the
status quo and, whereas stock brokers, security dealers etc., etc., invest
the money which the above mentioned institutions dispense and, so they love
the status quo, and,
 
Whereas all our governments, institutions, companies, families, properties,
homes, autos, credit cards, are now subservient to bankers, and, whereas
even such institutions as the U. S. Congress, even the Crown and Government
of England and the Government of Canada, the Nations of the Western world,
all are subject to the Nominee banking system,
 
Don't expect a cry for reform from our mortgaged priests and ministers.
Also, politicians need the banks especially at election time, so don't
expect any truth from them. The ad revenues on which the media survive come
from all of the above, so don't expect the truth from 'journalists,' their
TV, papers, or whatever, Rush excepted.
 
All of these above will continue to devour your nations and make your
children and grandchildren and great-grandchildren indentured slaves to
their autocracy. Our founding fathers intended and constructed our
constitutions to spare us from the rapacity of The Bank Act and the Income
Tax Acts. Know, also: The Bank Acts and the Income Tax Acts are ultra vires
our constitution: i.e. illegal !
 
Hierarchies or 'lowerarchies' ? Read: Paine, Jefferson, Franklin, Profs:
Dowd, Shuler, White, and Rothbard's "The Case Against The Fed" In
conclusion, just as Eden was corrupted by satan and eve's seduction of
Adam, so too, on the national level, America was corrupted by the satanic
bank/tax act of 1913 and the overweening socialism of eve's suffragettes
who seduced American manhood.
 
Why?
Are we being taxed into poverty ?
Are our children being left with debts and deficits ?
Is our purchasing power being taken by inflation ?
Are our businesses being plundered by booms and busts ?
Are our assets and cash being eaten by usurious banking ?

Introduction and Acknowledgment
 
 
This book consists simply of a letter of apology to an old friend and
schoolmate and an anthological addendum. The letter ties together many
years of research into the dilemmas of the two nations of this continent.
The research is divided into several addenda. The letter itself serves as
a table of contents.
 
This book was based on my research subsequent to studying the work of Bob
Marquis & Ludwig Von Mises. Mr. Marquis is probably the foremost authority
on the constitution of Canada and among the foremost researchers into
constitutions and their statutes of construction. Von Mises is the
foundation of the 'Chicago School' of economists.
 
I am truly grateful to Peter Brimelow of Forbes magazine for bringing
Professors White and Schuler to my attention, and for permitting the
reprinting of his article. I'd like to thank Professor Schuler for allowing
the reprinting of his chapter on Canadian banking. The great
western-warrior Murray Gauvreau for his battles in & out of court and
western-warrior 2, Mr. Eldon Warrman for his research into the California
court cases which became our addenda on the law. Thank you Gentlemen all.

Dear Mike
I'm sorry if you took offense at my remarks at the Board of Trade
breakfast last September (09/26/94). Please let me explain. But, first:
 
It was a pleasant surprise to see you and to talk with you. It has been
many years and, because of my unusual life I have seen few of my
classmates. Due to the nature of this letter I must begin by stating that
I have always, and do now, have an abiding respect for you. As a young man
you comported yourself above reproach.
 
The statements I made were not intended to jab your reputation nor your
conscience. So, I am writing to you to clarify my remarks on the subject
of 'parasites', remarks which I made to you at the breakfast for Roy
MacLaren, Minister of Trade et al.
 
My asides to you were in reference to the bankers, retained accountants,
retained consultants, retained lawyers, & politicians who were in the room.
I quipped, "I'm not feeling too well, being among parasites makes me ill".
Let me preface my apology with a few paragraphs.
 
Children being indentured to bureaucracies and banks is evil. When banks,
accounting firms, & law practices condone government debt & deficits, and
abet political imprudence, they are parasitic. To live off of the future
of our children and grandchildren is intolerable.
 
These general axioms should not be taken any more personally than to the
extent that one knows one is partaking of the largesse of those who are
doing this deviltry. Leaving a national estate of debts and deficits to
oncoming generations is parasitic, evil and untenable.
 
My ancestors left our generation surpluses. Surpluses back to the first
colonists! Herewith is my proposal for an essay which outlines why this
continent has gone from surpluses to debt. It is reproduced herewith
verbatim but for grammatical & syntactical corrections. It is virtually as
it was when it was sent to The Fraser Institute. (see addenda (a.)
 
My ancestors left our generation a system of common law. A system which
left this continent, until relatively recently, the most law abiding in
history. But now we have become the most litigious in history. Even Chief
Justice Antonio Lamer has recently lamented that since the Charter of
Rights & Freedoms: "We don't judge on who's guilty and who's not, on what's
right and what's wrong. In many cases our decisions are policy choices."
So, now we live with arbitrary justice. For lawyers and judges to tolerate
this evil is worse than parasitic. I have enclosed a lengthy paper which
somewhat clarifies the root causes. (see addenda (b.)
 
My forefathers left my father's generation a banking system which,
according to Professor Kevin Dowd and Professor Kurt Schuler was the best
in history. But, now, after the changes of 1913, the present grotesque
gargantuan cartel system is eating this Nation. I have enclosed herewith a
brief chapter on Canadian banking history. (see addenda (c.)
 
My forefathers, among others at the time knew, as is evinced in the BNA
Act, and the U.S. constitution, that the constitutions had to prevent the
absolute centralization of power (despotism) yet permit a federal
coordinating of common provincial interests. That is to say: The BNA Act
in Canada and the American Constitution were documents constructed to
prevent any encroachment on the liberty of any citizen, and to protect the
citizen from rapacious monopolies and moronic minorities. But more than
that they knew, from experience, of the evil that every centralized
bureaucracy eventually became unless it had checks & balances.
 
Whether a monarchy, an empire, a socialist state, they eventually
corrupted. I have reproduced herewith a brief outline on this subject
relative to Canada and the USA by Murray Gauvreau, for your information
(addenda (d.) & an affidavit which outlines the case as it is now being
fought by some patriots and I in the courts. (see addenda (e.)
 
Some politicians including Paul Martin and M.P. Skelly claim our position
is incorrect and that the federal government may tax by any mode....so I
have enclosed Murray Gauvreau's rebuttal. (see addenda (f.)
 
Before and beyond the constitutions the clear intent of the various
founding fathers can be found in historic documents. Their wisdom and
vision was vast especially when compared to the hysteria of to-day's
correctness. (see addenda (g.)
 
Some time ago Conrad Black lamented the lack of political statesmanship in
Canada. So I personally presented him a copy of Christopher Dunkin's two
day and two night oration on the subject of the BNA Act. I have yet to hear
back from him. Dunkin's oration is a masterpiece, and I include a summary
of it here (addenda (g.) and if you would like I can give you a complete
copy. As an aside I'd just like to say that men like Black who make their
fortunes here and yet don't join us in the fight against tyranny have no
right to bitch.
 
In spite of the fact that we attended De La Salle, probably the best boys'
private school at that time, we were not taught about men like Dunkin and
Gray nor were we taught our constitution, a copy of which I enclose
herewith.
 
Here's a word to the wise: Most men die without knowing the meaning of
their nation & continent, let alone their own existence. This continent is
a sacred trust, not just in its Protestant non-hierarchical
proto-libertarian Foundation stage but, too, in its Growth stage perfected,
the foundation of its Perfection stage was stolen in 1913 and 1917. I'll
be exploring this idea and the theory of spontaneous order in my next book
titled An Alien's Guide To North America.
 
Who will help us fight the centralist's tyranny ? Black ? Fraser ? Can
we even find a lawyer to help? Mr. Robert Marquis, who is the leading
researcher in this field, Mr. Joseph Axler & I went to the law firm Holden,
Day, Wilson, among others, to have their constitutional expert, Mr. Peter
Harvey, fight the case for us. The firm declined. Mr. Harvey told me that
his senior partners said that the judge would say that any change in the
status quo would bring chaos, that is to say that to do right is chaos. We
took Doug Rutherford of 'Lawyers for a Responsible Society' to lunch at the
Granite to ask if that organization would help, as we had been told by a
lawyer that that organization was instituted for this 'type of thing', yet
they, too, declined as did others. So, who will fight ? Who will put
their money where their mouths are ? In William Lyon MacKenzie's day men
were men and picked up their guns and solved the problem but now we are
defenseless. Slaves to almighty states, principalities and powers. A nation
of no-man men.

P. S. I have also added, just for surety, an article which was written by
Peter Brimelow and which appeared in Forbes magazine several years before
Malcolm Forbes died. That is important to consider because Mr. Forbes was
a friend of many of Wall Streets major bankers. (Addenda (i.). A

Sullivan's Economic Bill Of Rights:
 
 
Whereas:
The powers of the federal governments of The United States Of America and
Canada have beengranted to them by their States and Provinces, in limited
and exclusive ways, and,
 
Whereas:
The federal governments of this continent have usurped State and
Provincial powers and rights and trenched, thereby causing untold misery to
we, the citizens,
 
 
Therefore, we demand a restoration of:
 
1. Absolute private property rights in allodium. (i.e. held independent of
a lord paramount, and opposite to feudal, so that property rights will,
once again, be unencroachable.)
 
2. Absolute repudiation of the Bank Acts of this century and subsequent
related legislation, since the federal government has no jurisdiction over
provincial powers nor direct powers. Enactment by the Provinces & States of
free, open, concurrent & competitive banking, or the abolition of interest
on any debt.
 
3. Federal government can only pay for its expenditures by indirect tax or
by creating currency (money) into circulation, just as the banks do now
(credit). Federal government prohibited from borrowing ever, for any
reason. An absolute, since it has sufficient income or it may create money
for legitimate federal needs.
 
4. Monetisation of the debt: i.e. redenote all government debt issue as
currency, thereby canceling the debt & ending further interest payments,
and thusly evading inflation. (The only alternative to this is repudiation
of the debt i.e. a jubilee.)
 
5. Federal income tax abolished since government can create purchasing
power for its own needs. (No federal direct taxation as per BNA Act and
repudiation of amendment XVI)
 
6. Sell, to the citizens, all federal assets including airwaves,
crown-lands, parks etc. i.e. privatize in toto. Destroy the CBC, NFB the
wheat boards and US equivalents etc.
 
7. De-centralize: Destroy federal duplicate ministries as they are not only
redundant but they encroach (trench) upon state and provincial powers and
create parasitism.

the Province of Ontario, Chartered Accountant, MAKE OATH AND SAY AS
FOLLOWS:
1. I am a chartered accountant and practiced the profession from 1952
until 1991. I have met the plaintiff in the above noted action and have
read the statement of claim and provide this, my affidavit, in connection
thereto.
2. In the course of my career I have studied the British North America Act
of 1867, the Constitution Act 1867-1992, relative portions of the Income
Tax Act of Canada, the Ontario Corporations Act, statutes pertaining
thereto & the Federal Sales Tax Act, among others.
3. I have prepared, over the years, income tax returns for numerous
private corporations & individuals.
4.In the course of my studies I assembled copies of these said acts
together with many reported cases dealing with them. Furthermore, I have
acquired copies of Supreme Court of Canada & Privy Council cases dealing
with the separation of powers between the Central Parliament & the
Provincial Legislatures, including the decision of The Supreme Court of
Canada dated October 3rd 1950,
