- Our problems go back to our foundation. To understand The United
States Of
- America, Canada, Australia and New Zealand, the so called New Worlds,
it is
- necessary to understand the constitutions and the ideas of the citizens
at
- the time, that is to say the intent of the fathers of these constitutions
- and the purpose of the constitution.
- These men, who drafted these constitutions, knew first hand
the arbitrary
- justice of direct and hierarchical power as they had experienced great
- suffering from their governments, Churches, Kings, and judiciaries.
Their
- first and paramount concern was to prevent the central governments
from
- ever having direct powers. The central governments were to be permitted
- only indirect powers and direct powers were to be jealously guarded
by the
- local governments. This is not just proven within the constitutions
- themselves but in the religions and the convictions of the vast majority
of
- the people of the founding times.
- And even the powers which were granted the central governments
were to be
- offset with checks and balances as we shall see.

- A brief background of North American history
- for the peoples of the continent
- to assist in the return of
- the repurified top of the growth stage
- which fell at the turn of this century
- and for it's furtherance
- to the foundation of the perfection stage
- before the year 2000.

- Introduction: Our problems are not unique. These problems have
occurred
- during the demise of every great nation throughout history. The fundamental
- problems are the same in all the so-called 'New Worlds' although the
- documents herewith are written from a Canadian perspective, the demise
of
- the nations of the West have the same common first cause. But, America
and
- the West are not beyond redemption. Summary: If anything on Earth and
- history is gone with the wind it is the creativity and virtue of the
once
- great nations of this continent. Why?

- 1. Taxation: There are direct taxes and there are indirect taxes. Any
other
- name applied to any tax still leaves such renamed tax as a direct tax
or an
- indirect tax. Whether they bear the name vat tax, sales tax, poll tax,
- duty, impost, capitation, flat, stamp, or whatever other name, they
- nevertheless all remain either a direct tax or an indirect tax.

- Prudence and providence are virtues which the patriots who
endured the
- foundation of this continent's nations and our revolutions and rebellions
- understood: The men who wrote the constitutions of this continent knew
by
- experience and from their forefathers that whenever in history a nation
had
- a central direct power of taxation or central cartel banking, that
tyranny
- always followed. It might take half a century, but as power corrupts,
- absolute power corrupts absolutely. The Piety Banks, Magna Carta and
the
- constitutions prove this absolute as absolutely true.
- Direct taxation carries the power to destroy, so our forefathers
insisted
- on direct taxation for local government because they knew that the
tax man
- would, thus, always be close at hand and problems could be rectified
- quickly, one way or another. The feds are only permitted indirect taxation
- so that private property would not be at risk to a corruptible central
body
- and would, thusly remain sacred.

- The two types of taxation were intended by our forefathers
to serve
- exclusive and separate jurisdictions in absolute, with direct taxation
- local and close at hand. No possibility of fed tax tyranny this way.
It is
- only prudent to be certain of private property's purity, instead of
the
- federal duplication of local jurisdictions so that gross amounts must
be
- raised to pay these evil federal costs of intrusion. Also the costs
of
- litigating such confused jurisdictions should be obvious.

- Most North Americans are anti-hierarchists and have been so
since the
- first colonists. Our constitutions reflect our contempt of hierarchies
and
- our certain knowledge that each and every hierarchy in all history
- inevitably became corrupt. The Protestant American and Canadian genius
was
- the systems of checks and balances and competition which keep institutions
- honest and incorruptible. These ideas and ideals created the greatest
- economic engine in history. The greatest economic engine in history
proves
- these models. Also, the greatest amount of liberty for the greatest
number
- of people prove these models.

- The seven decade lapse from these principles is killing this
continent
- and, now, we and our offspring shall all continue to implode until
there is
- a return to the reformation ideas of the founders of this continent
or, we
- quit and accept being 'dummied-down' to the European level.

- As soon as direct federal tax was legislated (in U.S.A. Amend.#16),
- contrary to the original law, intent and constitution, (ultra vires
in
- Canada) hundreds of bureaus and agencies, ministries, 'crown
- corporations', federal departments, sprung up, all of which cost money.
All
- these organs, duplicated the function of the state and provincial organs
- and their jurisdictions and, thus, are illegal or at least utterly
contrary
- to the intentions of the founding fathers, and the massive costs of
this
- idiocy are the cause of most of our miseries, debts and deficits.

- Would you trust your priest, minister or rabbi or anyone else
with such
- power? Why, oh why ! trust some strange distant bureaucrat or politician
- in Washington or Ottawa? Direct taxation should only be close at hand
and
- never federal, as the founders of our constitutions clearly foresaw.
If you
- must meddle, deconstruct the feds or rescind the XVI amendment.

- The men who wrote our constitutions had knowledge of not only
Magna Carta
- but the Westminster Confession, the concept of Holy Commonwealth, they
knew
- the Cambridge Platform and understood the Covenanted Community such
that
- the autonomy of local communities and sacrosanct families was the prime
and
- paramount duty of government and the raison d'etre of all governance.
There
- is no reason for government to exist but to defend the family from
an
- over-weaning state, monarch, emperor, fuherer, and defend the borders,
as
- history proves unequivocally. This is why direct powers were to be
kept to
- the local governments not to the federal or general government as sections
- 91 and 92 prove. Jesus affirmed this in Matthew17,25-26: Wherein He
said
- that government income should be by tariff not by direct tax upon the
- citizen. Rescind, abrogate, annul, cancel, or cut the 16th Amendment.

- 2. Banking: My great grand-father, William Manley German and his fellow
- parliamentarian, The Honorable H. R. Emmerson were among the few courageous
- opponents to the changes to our banking system. Emmerson said in the
House,
- regarding banking and the powers granted to great corporations: "I
start
- out with this proposition: That the Bank Act, as it has been on the
statute
- book for the past decade, has resulted in the creation of the most
powerful
- monopoly that exists in Canada today. Not only is it powerful, but
there is
- no greater nor more tyrannical combine. Tyranny is breathed in every
- paragraph of the bank bill under consideration (renewal of charters).
The
- Canadian Bankers' Association is not as most other associations. They
have
- powers that no other body in this country has in matters of bank trade
- within their jurisdiction.They have powers which are autocratic in
- themselves and in their exercise."

- Scarcity is alien to the original creation and it is ungodly.
God's
- providence is such that the creation is fruitful beyond any human
- calculation. Yet, now, scarcity reigns throughout the world. Canada
and the
- United States were once unencumbered and bountiful to the point of
massive
- savings and surpluses, but, now, the pricing systems have us as 'dummied
- down' as the rest of the world. These pricing systems result from central
- or cartel banking systems.

- The actions of The Bank of Canada, & The Federal Reserve
Board have, as we
- shall see, proven to be the first cause in the death of our economies.
- Their existence is contrary to our constitutions and the original intent
of
- our founding fathers. The other cause is our central governments' theft
of
- the right to direct taxation from our local governments, rights which
were
- once protected by the original constitutions.

- The stop-&-go monetary policy created by these institutions
makes business
- conditions unpredictable & thus inhibits investment & productivity.
They
- have also been proven susceptible to political pressure for cheaper
credit.
- When governments control a money supply, even indirectly, they have
always
- throughout history abused that power. Inflationary creation of base
money
- serves to enlarge the governments command over real resources in a
way
- hidden from the people. The wealth-redistributive power of money injections
- makes it suitable for use as a vote-buying tool. It should be obvious:
The
- monetary disorders of nations can only be caused by their existing
monetary
- authorities, especially in the absence of any real competition,
- competition, which is the only force which keeps commercial action
honest.

- The assumption that government has an inherent role in money
& banking,
- (apart from setting standards, as they do with inches and feet, ounces
and
- pounds, minutes and hours) is as preposterous as believing they have
a
- place competing with any private business. In history when banking
was most
- stable it was closest to pure laissez-faire operation. Whenever a nation
- was growing well, was creative, inventive, & productive you will
find a
- banking system very close to free-enterprise competitive banking. Having
- politicians & bureaucrats in charge of the money supply is like
having
- Dracula in charge of a blood bank. The banking systems of the western
- world are the complete & only cause of recessions, inflations,
- 'stagflations' depressions, panics & runs.

- The current monetary system is radically defective, even absurd.
It places
- the dangerous power to create monetary disequilibrium in the hands
of
- political authorities or unidentified nominees. The essential reform
lies
- in the direction of laissez-faire: barriers against competitive payments
- systems should be dismantled immediately. Only free enterprise banking
- offers the escape from this eternal trap. During Scotland's free banking
- era they experienced remarkable economic growth with no instability
& the
- banking system experienced no panics, no inflations, no runs, no
- depressions, no recessions etc.

- Referring to Canada's bank acts: I believe the plan outlined
follows the
- English system, a system applied to the great banks of England. Mr.
White,
- House Of Commons, December 17, 1912, in response to a question from
The
- Honorable William Manley German. i.e. they were creating an English
system
- which is to say a Rothschildian cartel.

- The following statements by Benjamin Franklin in reference
to the cause of
- the American Revolution are illuminating: "About this time (1763)
Benjamin
- Franklin made a visit to England. While there he was asked to explain
the
- prosperity of the colonies while on the other hand, England was suffering
a
- bust, he replied: "That is simple. It is only because in the colonies
we
- issue our own money. It is called 'Colonial Scrip' and it is issued
in the
- proper proportions to the demands of trade & industry.

- Senator Robert L. Owen continues: "It was not very long
until this
- information was brought to the Rothschild's Bank, and they saw that
here
- was a nation ready to be exploited; here was a nation setting up an
example
- that they could issue their own money instead of the money coming through
- the banks.

- The Rothschild's Bank caused a bill to be introduced in the
English
- Parliament, which provided that no colony of England could issue its
own
